On April 3, 2020, Governor Kemp, the governor of Georgia, executed an Order specifically discussing visitation in relation to his stay-at-home, state-wide Order. Now, in his April 3rd Order, he states that transportation for visitation is an ‘essential service’. Therefore, with Kemp’s order categorizing transportation of children for visitation as an ‘essential service’, courts may find a party in contempt for withholding visitation solely based on a stay-at-home order.
